EXECUTIVE SUMMARY

The U.S. Army is preparing to solicit proposals for Technical, Analytical, and Financial Services in support of the Deputy Chief of Staff (DCS), G-8 Directorates. Further down the list, firms like Accenture Federal Services, McKinsey & Company, and Guidehouse Inc. secured between $150 million and $190 million, showing that while the top players dominate, a diverse set of management consultancies and federal service providers continue to win substantial DoD awards.

TOP VENDORS with $10M to $50M contracts at DOD

In the category of Administrative Management and General Management Consulting Services, the Department of Defense (DoD) has awarded a range of prime contracts valued between $10 million and $50 million over the past five years. The data highlights both dominant large consulting firms and a diverse set of specialized management and technical service providers.

At the top, AITC-Five Domains Joint Venture LLC leads the field with more than $183 million in total obligations. Close behind are consulting powerhouses Deloitte Consulting LLP ($180 million), Boston Consulting Group ($173 million), and Booz Allen Hamilton Inc. ($137 million). BCG Federal Corp. and KPMG LLP follow, with $136 million and $88 million respectively, underscoring the strong role of traditional consulting firms in this contract space.

The mid-tier vendors include Irving Burton Associates ($83 million), Logistics Management Institute (LMI) ($72 million), and D7 LLC ($54 million). Beyond these, a diverse group of firms—such as General Dynamics Information Technology, CGI Federal, Guidehouse LLP, and Analytic Services Inc.—secured between $25 million and $50 million each. Together, this distribution reflects a contracting environment where large consultancies dominate the upper end but significant opportunities remain accessible to smaller and more specialized organizations.

In the past five fiscal years, the Department of Defense (DoD) has awarded significant contracts for Administrative Management and General Management Consulting Services to a diverse set of small businesses. The chart highlights the top 20 small business vendors, ranked by total federal action obligations.

At the top, Total Computer Solutions Inc. leads with more than $134 million in obligations, followed by Advancia Technologies LLC at $106 million. Significance Inc. secured about $89 million, while Western Door Federal LLC and Metis Celestar JV LLC captured $79 million and $71 million respectively. These five firms represent the strongest performers, each winning sizable shares of DoD’s small business consulting spend.

The next tier includes Liberty Business Associates LLC ($63 million), Advancia Aeronautics LLC ($60 million), and Teksouth Corporation ($58 million). A wide group of firms, such as MPF Federal LLC, Kepler Research Inc., Jara LLC, and Pueo–St. Michael’s JV, secured totals ranging from $30 million to $55 million. The remainder of the top 20—including Bowhead Enterprise Science and Technology, Rivet Operations Company LLC, and The Tolliver Group Inc.—captured obligations between $35 million and $40 million. This distribution shows a contracting environment led by a few high-value awardees but also characterized by a broad mix of smaller firms securing meaningful DoD contracts.
