EXECUTIVE SUMMARY

The Department of Homeland Security (DHS) and its Cybersecurity and Infrastructure Security Agency (CISA) plan to release a major task order to support Public Safety National Security and Emergency Preparedness (NS/EP). A clear leader has emerged: BAE Systems Technology Solutions & Services, which far outpaces its competitors with over $183 million in total federal action obligations. This amount is more than double that of the second-highest recipient.

Following BAE Systems, PAE National Security Solutions LLC and Applied Research Associates, Inc. have also secured substantial contracts, receiving approximately $87.7 million and $65.9 million respectively. These three companies represent a dominant share of the total obligations among the top 20 vendors.

Beyond the top tier, the funding tapers off significantly. Vendors like OptumServe Health Services and Cherokee Nation 3S LLC received notably less, with awards around $27.8 million and $14.2 million, respectively. The rest of the list includes a mix of technology firms, research institutions, and consulting organizations, with contract obligations generally falling below the $10 million mark.

This distribution highlights a strong concentration of DHS obligations among a few large firms, with a steep drop-off after the top three. It reflects both the scale of services provided by leading vendors and the competitive landscape for federal contracting in the professional and technical services sector.

TOP VENDORS with $10M to $50M contracts at DHS

This chart highlights leading vendors awarded prime contracts by the Department of Homeland Security (DHS) in the All Other Professional, Scientific, and Technical Services NAICS category. The analysis focuses specifically on contracts ranging in size from $10 million to $50 million, each with at least one qualifying prime contract.

At the top of the list is BAE Systems Technology Solutions & Services, which has secured total action obligations nearing $69 million, significantly outpacing its peers. Following this, OST Inc holds the second position with obligations amounting to roughly $42 million. The chart also features Cyber Engineering and Technical Alliance, with total obligations of about $15 million, and North Wind Resource Consulting, which has accumulated around $13.8 million.

The data focuses on companies categorized under the NAICS sector: "All Other Professional, Scientific, and Technical Services."

The clear leader is CYBER ENGINEERING AND TECHNICAL ALLIANCE, which received over $111 million in total action obligations—substantially ahead of all others. The second and third highest recipients were CHEROKEE STRATEGIC SOLUTIONS, LLC (approximately $74 million) and LBYD FEDERAL, LLC (around $63 million).

Following them, vendors such as NORTH WIND RESOURCE CONSULTING, LLC and the CAPITAL CENTER FOR CREDIBILITY ASSESSMENT CORPORATION received contracts in the $20 million range. The remaining vendors in the top 20 had total obligations ranging from roughly $1 million to $19 million.

This distribution demonstrates a sharp drop-off after the top three vendors, suggesting a highly concentrated contract award environment at the top end, with a long tail of smaller but still significant contract awards across other small businesses.
