EXECUTIVE SUMMARY

In the past five fiscal years, the Department of Homeland Security (DHS) has awarded contracts in the Other Computer Related Services category primarily to a single dominant large business, with only a handful of others capturing smaller obligations.

Accenture Federal Services LLC is by far the leading OTSB vendor, securing over $305 million in total obligations. This makes Accenture the overwhelming prime contractor in this space, accounting for the vast majority of DHS’s large business spending under this NAICS code.

In comparison, the next highest vendors received far smaller awards: Highlight Technologies Inc. captured about $12 million, Bluewater Federal Solutions Inc. earned $7 million, and Sierra Nevada Company LLC secured just $3.4 million. The remaining vendors—Aurora Systems Consulting Inc. and American Telecom Solutions LLC—captured less than $1 million and $44,000 respectively. This sharp drop-off illustrates a highly concentrated contracting environment dominated almost exclusively by Accenture, with only minimal participation by other OTSBs.

TOP VENDORS with $10M to $50M contracts at DHS

The Department of Homeland Security’s $10M–$50M prime contract space is dominated by a handful of key players. AKIRA TECHNOLOGIES INC. leads the pack with over $530 million in obligations, significantly ahead of its peers. Close followers include DELL FEDERAL SYSTEMS with $337 million and FCN INC. at $298 million, establishing them as the top tier of DHS vendors in this contracting range.

A strong middle tier emerges with companies such as BLUE TECH INC. and FOUR POINTS TECHNOLOGY, each securing contracts of more than $230 million. Further down, CACI NSS, LEIDOS, GOVPLACE, and ITCON SERVICES show consistent performance, capturing totals from about $65 million to $172 million. These firms represent a balance of scale and specialization, making them reliable partners within DHS contracting.

At the lower end of the top 20, vendors like THUNDERCAT TECHNOLOGY, ALVAREZ LLC, GUIDEHOUSE DIGITAL, and SAVANTAGE FINANCIAL SERVICES hold obligations between $25 million and $65 million. While smaller in comparison, these companies highlight the breadth of opportunities available across DHS. Together, the distribution underscores a contracting environment where a few firms dominate but a wide set of mid-sized players continue to secure substantial awards, offering strong potential for teaming partnerships.

TOP SB VENDORS at DHS over the last five years

Over the past five fiscal years, the Department of Homeland Security (DHS) has awarded substantial contracts to small businesses in the Other Computer Related Services category. The data highlights the top 20 vendors by total action obligations, showcasing both dominant players and a wide distribution across mid-sized competitors.

At the top, GOVPLACE, INC. is the clear leader with more than $413 million in obligations. Close behind is AKIRA TECHNOLOGIES INC., which secured over $356 million. Together, these two vendors account for a significant share of DHS’s small business spending. Following them, ITCON SERVICES LLC captured about $178 million, while FS PARTNERS, LLP secured $165 million, rounding out the upper tier.

The middle group of vendors includes SNAP INC. ($97 million), V3GATE LLC ($86 million), and SAVANTAGE FINANCIAL SERVICES ($79 million). Beyond these, the remaining firms, such as V3 GATE TEAM LLP, SYSTEMS INTEGRATION INC., and C & C INTERNATIONAL COMPUTERS & CONSULTANTS, range from $50 million down to about $11 million in total obligations. This distribution shows a heavily concentrated top tier, yet DHS continues to spread opportunities among a diverse mix of small businesses, ensuring competition and broad participation in federal contracting.
