Top Vendors by Category (via FPDS / FPDSplus)
TOP OTSBs (DoD, last 5 years)
Over the past five years, the Department of Defense (DoD) has awarded significant contracts to top-performing Other Than Small Business (OTSB) vendors under the category of “All Other Professional, Scientific, and Technical Services.” Leading the list is Sierra Nevada Corporation, appearing twice under separate entities and collectively receiving nearly $5 billion in obligations. The MITRE Corporation follows closely with $2.6 billion, while Booz Allen Hamilton secured over $1.1 billion.
Other key vendors include AEVEX Aerospace, The CNA Corporation, and the Institute for Defense Analyses, each earning over $800 million. Firms like OptumHealth, RAND Corporation, and HII Mission Technologies also saw substantial awards in the $400–500 million range. The chart highlights a market dominated by a few major players, with strong participation from several mid-sized firms supporting DoD’s technical and scientific needs.

TOP VENDORS with $10M to $50M contracts at DOD
This chart highlights the top 20 vendors doing business with the Department of Defense (DoD) under the NAICS category for “All Other Professional, Scientific, and Technical Services,” focusing specifically on prime contracts valued between $10 million and $50 million over the last five years.
At the top of the list is The MITRE Corporation, which leads significantly with total obligations nearing $597 million. Following closely is Sierra Nevada Corporation, appearing twice under different entity IDs, with combined obligations exceeding $738 million, further emphasizing its strong presence in this contract range.
Other high-performing vendors include RAND Corporation with over $261 million, and Johns Hopkins University Applied Physics Laboratory, which secured more than $145 million. Booz Allen Hamilton Inc. and the Institute for Defense Analyses also earned notable positions with obligations ranging between $126 million and $134 million.
The remainder of the top 20 vendors consists of a mix of research institutions, defense technology firms, and specialized service providers such as WWC Global, Raytheon, Northrop Grumman, and OptumHealth, all securing significant awards within the $50M ceiling. This snapshot provides a valuable reference point for identifying potential teaming partners with proven experience in mid-sized DoD prime contracts.

TOP SB VENDORS at DOD over the last five years
Over the past five fiscal years, the Department of Defense (DoD) has awarded significant contract obligations to small businesses operating under the NAICS category “All Other Professional, Scientific, and Technical Services.” Among the top-performing vendors, Sierra Nevada Company, LLC stands out remarkably, holding the first and second positions on the list with two separate contract identifiers. Combined, these two contracts amount to over $3.1 billion, with the larger of the two totaling nearly $1.92 billion, and the second amounting to approximately $1.25 billion. This establishes Sierra Nevada as the clear leader in terms of total federal action obligations during the period.
Trailing far behind in third place is GZO, Inc., which received approximately $101.8 million—a significant amount but still only a fraction of Sierra Nevada’s awards. Other notable vendors include Filius Corporation, People, Technology and Processes, LLC, and Cyber Engineering and Technical Alliance, each securing between $79 million and $87 million in contract obligations.
The rest of the vendors in the top 20 received obligations ranging between $30 million and $70 million, showing a sharp decline in contract volume after the top few positions. This distribution highlights the highly concentrated nature of contract awards in this category, with one vendor—Sierra Nevada Company—accounting for the majority of total obligations among the top 20 small businesses.
