Press Release: Welcome Kimberly Hilton!

We are thrilled to make a formal introduction of our newest team member, Kimberly Hilton! She is a vital component to the rTurner Consulting team with extensive experience as a Controller and Contracts Director for a small SDVOSB firm in the GovCon services market.

Kimberly has five years experience managing the contracts department. When she began, they had five (5) contracts in 2009 with revenue at $9m, including two (2) subcontracts – SAIC and MANCON, a large IDIQ at the VA FSC, Army Corp of Engineers, and a Navy contract.

In just three (3) short years with Kimberly on their team, they grew to a colossal 99 contracts and task orders totalling $21m in revenue. She helped them submit invoices to VA FSC, Navy, Army, State Department and Prime FFP, T&M, and CPFF contractors on time each month with a 99% acceptance rate.

Previous to her appointment, there had simply been no contracts department and a dysfunctional finance department. She structured their entire three-day billing process, maintained electronic and physical files, improved cash flow and worked with Bank of America to give us a substantial line of credit increase.  Kimberly also modeled a work in progress (WIP) dashboard and maintained a running list of all historical and current contracts with current spend and funding balances, number of FTEs, period of performance data and invoice details.  She audited all contract records on a quarterly basis and prepared close out audit documents for submission to our Prime contractors.

Kimberly also took personal responsibility to read every single contract document and to advise the owner whether to accept, inquire or decline. She managed all contract changes, amendments, and dialogs with the COR, submitting timely requests for equitable adjustments based on SCA labor rates and benefit increases.  Kimberly also prepared the pricing schedules for RFP submissions, and used her WIP dashboard to stay ahead of upcoming option periods, contract end dates and advised the Operations team of necessary close out requirements.  

A very team oriented worker, Kimberly helped prepare teaming agreements, NDA, and subcontract templates and maintained excellent relationships with their Primes and Subs/Teaming Partners.

In addition to just preparing their financial statements and related reporting every month, Kimberly went above and beyond to take initiative and collect past due accounts receivable, prepared five (5) years past due incurred cost submissions and worked with DCAA and DCMA.

With her aid, they underwent two successful third party audits (DCAA and Bank of America) while she was running the contracts department. Ultimately, she was reviewing RFP pricing for all submissions and implemented a three (3) department sign off process for all proposals with a final review by the owner.
